i'm pretty sure those are pearly penile papules (PPP), which are not warts but a harmless skin condition.

Many men actually have PPP. PPP happens more often in uncircumsized and black men. I have PPP and it has never stopped me from getting laid.

If you look at the insides of a vagina, often times you will find Papules as well. Vaginas do have similar papules much like you would find with PPP.
