it is different, czech republic and hungary for example have even lower rates than germany. but i suppose in ukraine/russia it is wide spread because of drug junkies and gay people and less public information combined with poverty.

Between a HIV infection and showing positive results on an test can be up to 3 months because of incubation period. Means test results can be negative for up to 3 months even if a person is infected. It is possible that her test in russia was shortly after her infection so it was negative.
