Can you post a screenshot or exactly tell us whats your browser saying after you put www.indexxxed.com in the adress line and hit enter?

This rather then cookies issue seems to me like some spyware, trojan or virus related thing. Or...maybe indexxxed.com is blocking some ip adresses, like yours, i dont know.
