In the US, you can be prosecuted for that. While avoiding jail an offender will face stiff fines and a possible 'sex offender' classification in which the offender has to register with the local police department as a registered sex offender. It isn't pleasant. Most of the time, it's men who are convicted of having sex with underage girls and on occasion boys. Females get it too but it is much rarer. Flashing will not get the 'registered sex offender' status but any sexual activity involving lewd masturbation or engaging in oral, vaginal, or anal sex is a recipe for the 'rso' status. Anybody can be fined for whizzing in public if a 'peace officer' sees them and wants to give them a citation.
Personally, I think flashing is sort of fun. I have 4 or 5 Japanese videos in which a guy goes up to a gal and pulls her top down while the other guy films it. Sometime they lift the dress but it's rare for Japanese ladies to wear no panties. You'd get in jail so fast in the US for doing that but in Japan people seem to do it. I know some places with crowded buses and trains have groping, the US would prosecute anybody who tried that if the gal complained and the guy was detained.
Everybody (well almost everybody) has sex with another, some folks don't mind audiences, exhibitionists if you will. Those are the kinds of people who don't mind being filmed, some make a good living at it.
Topless beaches are common in Europe, rare in the US. Nude beaches are more commonplace in Europe, there are some in the US but they're usually at the bottom of cliffs or isolated in some way.
