It's unfair to make any real assumptions based on the speed that a diagnosis site returns. Who set levels to decide if it should be warning, caution or pass? The diagnosis site, and that is because they want people to use them (much like a website that analyses your pc from a pop up and advises that you have 100 million viruses and you should use their software to remove them).

Also, there is a vast difference between how fast you can download a website compared to how fast you will download a large file. They are handled differently. A website consists of many many small files of which its impossible to attain a high rate of speed because each small file is restarting the download and all downloads start slow (i.e. you never get a download that starts at 2mbps, it will gradually build up to that speed).

Also, remember that the HTML, Javascript, PHP, etc has to compile before some items can download. This can be slower if your pc is not fast. PHP/ASP is server side which means it executes on the server, so the speed is down to how fast the server is. HTML and Javascript are client side and executes on your PC, so will be slower if your PC is slower.

Then there is your location compared to the server and also the speed of your connection (and quality). Some people have ultra high speed connections on a poor line with a lot of noise which results in downloads having to repeatedly request the same packets as they corrupted on route.

The only real way to correctly diagnose the speed of a site is for multiple people in different countries, on different setups and speeds, to download the same file (preferably at times spaced out over a 24 hour period) and comparing the results. That would seem the best way.

I think that posting like this gives everyone the impression that they are slow, when for many people they could infact be extremely fast. Maybe the first place to have considered mentioning this was to 21st Sextury support.
