Woodman didn't do that on his own either. He was an important player, yes, but he was not the sole responsible figure here. There were others who played important roles as well. Just to name 1, Patrick Collins' work in Budapest in 1992 -- before Woodman was there -- is at least as important in bringing the American companies to Buda than Woodman was. Woodman had an important role to play in mining new talents from Russia, Belarussia, Ukraine and the Baltic states, but I don't think that he played all that important a role in making Buda and Prague the porn capitals they are today. I am convinced that they would still be just that even if Woodman wouldn't have made porn at all.
